A new government grant scheme, valued at €20 million, will open for applications on October 20, providing households with up to €32,000 to enhance their homes' energy efficiency. The Ministry of Energy announced the initiative on Wednesday.

Dubbed the "2026 Save and Upgrade Homes" scheme, this program is integrated into the Thalia 2021-2027 initiative and receives co-financing from both the European Regional Development Fund and the Republic of Cyprus.

Applications will commence at 9:00 am on Tuesday, October 20, and will conclude at 11:59 pm on December 30, 2026, or earlier if the allocated budget is fully utilized. Submissions must be made exclusively through the ministry’s online grants platform, compatible with Chrome, Firefox, or Edge browsers. The ministry confirmed that applications will be processed on a first-come, first-served basis, with priority determined by submission order. Each individual is permitted to submit one application.

To be eligible, properties must be privately owned and possess an active Electricity Authority of Cyprus (EAC) domestic electricity account registered to an individual. Furthermore, homes must have been initially connected to the electricity grid before January 1, 2008, or have had their planning or building permit application submitted prior to December 21, 2007.

The scheme encompasses a broad spectrum of energy efficiency improvements. These include thermal insulation, replacement of windows and doors, installation of shading systems, solar water heaters, high-efficiency air conditioning, and heat pump systems. Additionally, the installation of photovoltaic systems and battery energy storage units is eligible, along with fees for services rendered by certified energy experts.

Two distinct investment categories are available under the scheme. Category A offers homeowners grants of up to €32,000 for upgrades aimed at transforming their properties into nearly zero-energy buildings, requiring primary energy savings of at least 60 percent. Category B provides grants of up to €24,000 for upgrades that achieve primary energy savings of at least 60 percent, without the strict criterion of meeting nearly zero-energy building standards.

Enhanced grants are also available for residences belonging to vulnerable consumers, properties situated in mountainous regions, and refugee housing within government refugee settlements.

The ministry emphasized that obtaining an Energy Performance Certificate (EPC) is a mandatory prerequisite for all applicants before submitting their application. This certificate must be issued by a qualified expert registered with the Energy Service and bear a date of May 15, 2026, or later. To secure funding, homeowners must demonstrate the minimum primary energy savings specified by their chosen investment category. These savings will be assessed by comparing the initial EPC with a final certificate issued upon completion of the improvements. All eligible investments must have been undertaken subsequent to the issuance of the initial EPC.

Comprehensive eligibility requirements, detailed grant amounts, and application instructions are outlined in the scheme’s implementation guide, accessible via the ministry’s online grants platform.
